Photo #88: The 3261 is what was called a dummy locomotive; made to look like something it is not. In big cities like New York, steam locomotives would scare horses so the railroads made the dummy locomotives. It was made into a dummy at the Lehigh Valley’s South Easton shop but the man from the Buffalo shop came up with the plans in 1900. This photo was taken in 1916.
